[aus.wanted] Colour dithering algorithm/source code wanted

I am looking for a good reference for colour dithering algorithms
or source code in C or FORTRAN. What I want to do is to display
colour images with 8+ bits on a 4 bit colour display system. A good
reference will help a lot and source code on MS-DOS or Unix systems
are very much preferred.
