[This is posted for a friend, who no longer has access to the net.  Please
*email* your replies.  I will print them out, and forward them. :-)  All
suggestions are welcome.  What they seek does not have to be PD code.]

Wanted, any information about portable Unix software which will solve the
following comms problems:

  1) A number of machines around the world, each with an X.25 line to the
international packet switching network.  Currently, these connections are
asynchronous VIA pads as we cannot get approved X.25 boards in many places.
  2) We nee a reliable, file transfer and ipc message facility which will
run on such systems, without clobbering the packetisation of the system,
and capable of working with standard Unix device drivers, both BSD and
Sysv.
  3) For cost reasons, not acceptable to leave channels open when no data
to send, and may want to restrict data connections to certain times of the
day.
  4) Messages requiring to be send to several destinations should be routed
intelligently.
  5) Messages which can't be send immediately should be queued and send on
later.
  6) Full monitoring of links and message transfers.  [No kidding :-]
  7) Data load of ~10Kb to ~50Mb.
  8) Some data will have to reach a site and be usable within a matter of
seconds, other data may take more time (1/2 hour to 1 hour.)

  Above to form the basis for distributed database with automatic copying
of data as every system keeps local copies of whatever it needs.  Network
configuration will be flexible with 2-5 main hubs [servers] and ~30 nodes
[clients].  Nodes may talk to one or more hubs.
