This is an announcement to an alternative to the PROTOCOLS mailing list. I am not sure there should be two separate lists, but when I read the description of the PROTOCOLS list in the INTEREST-GROUPS file, it sounds like the intent is more narrow than for FFP-L. Anyway, here is the announcement. If the PROTOCOLS people want to open the PROTOCOLS list to this wider range of discussions, then I would propose that the lists be merged.
