Q3

I know this has something to do with protocols and telecommunications.

Who knows more?

Q2 and Q3 are profiles  defining  network  management  stacks in the TMN
architecture (TMN stands - I think - for Telecom Management  Networks).

Q3  mandates  the use of CMIP over a full OSI stack and X.25.  Q2 is - I
believe - now  replaced  by Qx and defines how to use CMIP over  various
non  standardized  stacks.  Originally  Q2 was CMIP  over HDLC with null
layers and a mapping function in-between.
