[comp.protocols.misc] Domain-wide Network Queueing Management Protocol

Hi -
	I am working on a project that needs a domain-wide network
queueing management mechanism over tcp/ip. The scenario is something like this:
each host on the net is able to issue requests for some network-wide
resources. The requests are prioritized, and the time the request should
be granted is part of the request. When multiple requests with similar
priority are requesting for the same resource at the same time, they
are granted on the bases of the time these requests were queued (the
one that got queued first will get his resource first). What I am 
wondering is whether  there is already some protocol out there (somebody
told me of an NQS - network queueing services protocol by sun -  has anybody
heard of it?) that gives me a good starting point. Any pointers to books 
and publications related to network queue management, network spooling, etc., 
will be much appreciated.
