	I'm a little confused by your posting.  You say,

But if the printer name comes up in the Chooser device list, then it *is*
accessible.  Did you mean that you've often seen it be inaccessible, too?

To answer your first question, the Chooser in System 6.0 stores the name
of the last chosen printer in 'STR ' resource -16096 in the System resource
file.  (Note that number may be different if your Chooser DA's number has
been changed from the standard one; refer to Inside Macintosh I, chapter
on the Resource Manager: "owned resources").  However, I don't think this
will help you.  When you select a network resource in the Chooser, it does an
NBP lookup to find all devices of the given type out there.  I have seen the
following effect, though: suppose you have a system disk on one network, and
last selected a LaserWriter named "Charlie".  Then, you take the disk to another
network, where there is no Charlie, just a "Lucy".  You bring up the Chooser,
see Lucy in the device list, and happily close the Chooser.  Then, when you try
to print, it fails trying to find LaserWriter Charlie.  The reason is that you
did not actually *select* Lucy (i.e. click on it, so that it is highlighted); so
the Mac attempted to connect to the last chosen printer -- Charlie.
