I think there are two possible ways of building the meta-level knowledge base: 1) A reflection of the plant model(actually a subset considering the observable variables) such as: "If fuel temperature increases then time rate of power change decreases." or 2) Start with a minimum set of rules and build the knowledge base using repeated simulation and a scoring mechanism.
