There is a third alternative (at least for posting to the wrong group)
--the site does not receive all groups. I am at such a site, except for
net.general and net.followup, we do not receive any news that do not
relate to computers or "valid" academic research interests. As such,
we do not receive net.misc or net.flame or ...

For these sites, there is a great temptation to put news notes in
net.general that properly belong elsewhere. This does not excuse
these people, but it makes their "sin" somewhat more understandable.

Before everyone starts feeling sorry for poor ecsvax for not getting
net.all, the tradeoff is that we keep a very large collection of
news on-line. If I want to get an article from net.micro dated
17 March 1984 on the 4->8->8/16->16... debate, it is still there
(not that anyone would want to go back to that debate :-) ). By
limiting our news groups (and with a very understanding staff), we
are able to keep notes for a relatively long time.
