Any one know of a program that will convert bitmap/raster scanner files (.tif)
to vector drawings that can be imported into ACAD (.dxf)?

Yes, Micrografx Designer.  That will trace outlines of different coloured 
pixel regions and generate polygons of straight or bezier lines filled 
with colours from the image.  You can adjust the granularity of the trace.  
I've found it very powerful for extracting parts of an image.  

Designer will take in images in a variety of formats - tiff, pcx, bmp, etc.  
Its also one of the best picture editor I've used, powerful with an intuitive 
user interface, although its more sophisticated capabilities take some learning.

Available from any good PC software supplier, for 400 pounds.
