[comp.mail.elm] Push back of 2.3, Again

Due to no great new features in 2.3, and no good set of the bugs
fixed, I am again pushing back the release of 2.3 another three
months.  (2.2 will be one year old then).  There will be a PL14
for 2.2 soon).
