[net.news.group] change net.micro.16k to net.micro.32k

since National Semiconductor went and changed the name of the NS16032 to
NS32016 (hey, i only program them!) then net.micro.16k should become 
net.micro.32k.

That's what you get for creating such specific
group names.  Keep it as net.micro.16k -- so
we'll have a bit of nostalgia.  Like net.columbia.
Don't cause the net confusion.  What happens
when it becomes net.micro.64k?
