[comp.protocols.tcp-ip] Private/Public Ownership of Software

Early this summer, a comment was made in this forum concerning the ownership
of software.  As I recall the issue was raised concerning software developed
by Mitre for a governmental agency.  The gist of the statement was that the
software in question was not in the public domain as it had not been develop-
ed at the specific request of the agency but was developed to satisfy require-
ments established by the agency.  Can the author or anyone else provide me
a copy of the comment?  (I foolishly deleted the message after reading it
the first time not realizing that it might have more importance than the
disk space it was occupying.)

PS:  After scrolling through two (2) months of messages that accumulated
     while I was in Germany, I see we have yet to decide what the behav-
     ior of terminal should be.  Instead of TELNET appearing on the sub-
     ject line, we have SUPDUP or RTCE (?) appearing on the subject line.
