[comp.protocols.tcp-ip] telnet performance

At our site we have serious performance problems when using
telnet - character echo sometimes takes more than 20 seconds
even when the cpus involved are lightly loaded. Is there
anyone who has the same experience, or maybe even an explanation?

Our situation is as follows: we are running Excelan TCP/IP on VAX/VMS,
to Scald workstations running Unix. These are stations for circuit
design made by Valid. Telnet from one of the Scalds to another one is
not that fast either, but not nearly as slow as from the VAX to a Scald.

Any input will be appreciated.
