The CUTE paper by Raj Jain that Van Jacobson referred to was actually in the IEEE Journal on Selected Areas in Communications (aka "JSAC"), not Transactions on Communications. The full paper title is "A Timeout-Based Congestion Control Scheme for Window Flow-Controlled Networks". It is on page 1162 of the October 1986 issue. Many thanks to Van for his highly informative summary. I immediately coded much of it into my own TCP and am now experimenting with it. Phil
