No, I was not suggesting that we invent a new protocol.  I believe in
the KISS principle that espouses simplicity over complexity.  If it can
be done with IP and ICMP (I don't really see how since IP and ICMP were
written to be totally independent of the underlying subnet) sobeit. 
Next choice would be to use something that exists.  Better to fight the
enemy you know than the enemy you don't.  Last on the list would be to
roll a new protocol.
