One "reference" is the "Trusted Network Intperpretation of Trusted Computer
Systems, Evaluation Criteria" (aka "the RED book"), which is ORANGE book
derived. You can get it from the NCSC, the number is: NCSC-TG-005, version 1.

You also may want to look into the course specific to this area put on by
Dan Lynch's organization, this month in Maryland as part of a TCP and OSI
group of courses. Contact Dan for the particulars, his email addr should be
in your site's archive of this list's traffic.

A book you might be interested in is put out by the IEEE Computer Society
entitled "Tutorial: Computer and Network Security" by Marshall Abrams
and Harold Podell (IEEE Computer Society Order Number 756, IEEE Catalog
Number EH0255-0).  This book contains over 400 pages of papers from
various authors and publications in the area of computer and network
security.
