Does anyone know of a TCP implementation for either
of these environments?

Process Software Corp has a version of TCP/IP for RT-11 SJ, FB, or XM.
While I did have a different opinion about what constituted bugs (broadcast
storms and static host names in the arp table) they have improved the
product and it does fit on an RT-11 system.
