[comp.protocols.tcp-ip] NCSA Telnet 2.2 for pc problem

NCSA Telnet will not make a connection.  The regular PC-NFS Sun
telnet will.

NCSA Telnet reports:
"Conflict with Ethernet hardware address <gives address>
 ERROR: The conflicting machine is using the same IP number."

There is only one ethernet card in the machine: a 3COM.
First, there is no other card in-house using this ethernet address
or IP number.  I checked the distributed /etc/hosts for a duplicate
IP.  Besides, PC-NFS doesn't complain.

We opened the machine and moved boards around, checked the interrupt/DMA/
I/O address on the 3COM board (it is using the factory defaults).
We removed every board except another 3COM (from another micro and even
put in the video card that was in the other micro), the sub-system board
and and the disk drive controller..

Each time we made a change, we turned the micro back on and tested it.

We tried the ethernet card in another micro, works fine.

What's more confusing is that the NCSA Telnet will work once
and then gives the above message if the micro is rebooted.  This is
rebooting without making any changes.

We removed all our drivers from config.sys except the 3c501.sys.

Has anyone seen this problem?  Does anyone have the source code
and can tell what failure is generating this message?
