[comp.protocols.tcp-ip] Internet commercial uses policy?

Could someone refresh my memory about this? Several recent messages to this
mailing list seem to have, in my opinion, exceded the bounds of what might
be termed "non-commercial usage". I was under the impression that Internet
mailing lists were not to be used for commercial advertising.

The "bounds of usage" question is being reviewed by the
government sponsors of the Internet - We should be getting
some guidance soon.

Isn't there a better place to discuss this?  I have the opposite
concern - that some users are trying to force all others to conform
to the lowest common denominator of service ("since I have to pay
per byte, YOU should limit what you write").
