The Internet Engineering Task Force has been the spawning ground for
quite a few RFCs, so it is not clear what you mean by the `IETF RFC
document'.  However, I suspect what you want is the Host Requirements
document, currently in final editing stages by the IETF HR Working Group.

Bob Braden at ISI (braden@isi.edu) is the chair of that group and the editor 
of this important document.  The latest draft is close to 180 pages, so the
preferred method of retrieval is FTP.  If this is the document you are 
looking for, drop a note to Bob directly for the host and file names for
anonymous FTP.
