Thomas, The Internet Engineering Task Force has been the spawning ground for quite a few RFCs, so it is not clear what you mean by the `IETF RFC document'. However, I suspect what you want is the Host Requirements document, currently in final editing stages by the IETF HR Working Group. Bob Braden at ISI (braden@isi.edu) is the chair of that group and the editor of this important document. The latest draft is close to 180 pages, so the preferred method of retrieval is FTP.
