[comp.protocols.tcp-ip] RSA encryption on internet

I've been told since some government funds were used to develop
(maybe only test?) the RSA algorithm, organizations doing legitimate
(however broadly) business are not subject to the license arrangment
for either the MIT patent or from RSA Inc. Does this imply that a
seperate registration service run by "the government" will be 
set up for unclassified non-national security related (!) messages
that wish to take advantage of the RSA process?
