[comp.protocols.tcp-ip] DoD stops buying uncertified TCP/IPs

I have a copy of a memo from the Assistant Secretary of Defense for
C3I, dated August 26, 1988, that says in part

    Implementations of [IP, TCP, FTP, Telnet, and SMTP] must be tested
    by a National Bureau of Standards (NBS) accredited laboratory
    prior to first operational use on any DoD network.  The
    conformance testing requirement is mandatory for all contracts
    executed after 1 June 1989.

I am surprised that this hasn't been discussed on this list, in view
of the technical difficulties of testing and philosophical questions
about the usefulness of conformance testing and certification, not to
mention the difficulty of getting an implementation to conform.  How's
it going?
