[comp.protocols.tcp-ip] FTP 421 reply action

RFC 959 does not explicitly state what action a user-ftp must take
when it receives a 421 reply code (closing control channel).  Is it
supposed to wait for the telnet close to be received before issuing a
prompt to the user or start a timer and close the connection itself,
or ?

Why I bring this up is that I received a message from a remote ftp
user who received a 421 reply code from us, got his user prompt,
attempted another ftp command, and his user ftp told him he must close
the connection first.  He was assuming that because this happened, we
were not closing the connection, and we do.  My response to him was
that his user ftp should not have prompted him until the connection
was closed.  I believe the RFC and the Host Requirements RFC should be
revised to clarify this matter.
