I'm interested in modifying Telnet (vt100) to support 8bit international
character sets.  If any one out there has done this work or can make
any suggestions in this area, please let me know.  Telnet seems to
use the upper 32 characters for server/client control information.

As I recall, the [*] design intent of <IAC> was to allow for alien character
sets in the usual fashion: if you want an <IAC> in the stream, double it;
otherwise (i.e., an <IAC> NOT followed or preceded by an <IAC>), it gets
interpreted.  But, then, that was a long time ago and if history is any guide
some key implementations will have ignored that precept and won't interoperate
it you try to apply it....

[*] At least one other attendee of the relevant meeting told me five or six
years later that it was my design intent; even if it was (and I'm inclined
to accept it), though, presumably nobody these days cares much about design/
designer intentions, so pay it no more mind than is customary.
