[net.news.group] "Selections" vs. "Moderated" newsgroups -- a proposal

	Definition: A "Selections" Newsgroup
	------------------------------------

1.  A "Selections" newsgroup contains messages selected from another
newsgroup.

2.  Every message in a "selections" newsgroup also appears in another
corresponding newsgroup, for example the newsgroup "sel.singles"
could be selections from the newsgroup "net.singles".

3.  Selections are made and posted only by a "privileged" individual or
committee, at their discretion (in a manner similar to moderated
newsgroups).

	Posting to a "Selections Newsgroup"
	-----------------------------------

4.  Messages intended for a "selections newsgroup" are sent to
the corresponging uncontrolled newsgroup, e.g. messages intended for
"sel.singles" should be sent to "net.singles".  The designated
"privileged" individual or committee will copy messages deemed of
general interest to the corresponding "selections" newsgroup.

5.  Messages which are sent directly to the "selections" newsgroup
instead of the corresponding uncontrolled newsgroup are
automatically routed to the corresponding uncontrolled newsgroup, for
possible selection by the designated "privileged" individual or
committee.

	Multiple "Selections Newsgroups"
	--------------------------------

6.  People unhappy with the designated "privileged" individual or
committee's selections may start a new "selections" newsgroup
corresponding to the same uncontrolled newsgroup.  That is, more than one
"selections" newsgroup can correspond to a single uncontrolled
newsgroup.

I propose adopting "selections" newsgroups instead of "moderated"
newsgroups, and that current "moderated" newsgroups also institute these
policies.  This avoids censorship while dealing with irrelevant/offensive
messages.
