Seems the last release of the KA9Q's PD code had dial-up slip iwth 
with the attach command.  You fed it the number and other params 
on the attach just like you would the L.SYS file in UUCP.
look for the .1 version of april release.  if you can not get to 
it on belcore or via the net call here in the states to (713) 480-1840.
that's my bbs and it has it posted with a limit of 360k download 
per 24 hr. so it would take about 3 days to get the source/exe/doc's
if you have a fidonet connections it is net 106/node 7873 in zone 
1. and is file requestable.

I hate to keep bringing this up, but my TCP/IP code is not public domain.
It is copyrighted, but I grant free use to noncommercial users.

We are in urgent need of an implementation of a dial-up slip.
We know there are some implementation around, but there seem to be
nothing in the public domain. If someone has informations about this
subject, or better has implemented it and is willing to share it, please
