[comp.protocols.tcp-ip] Seeking references for IP routing

Not being an Internet site, this subject is blurry to me (and perhaps to
others in similar situations).  How does one establish a TCP connection with
a process on another machine which is reachable (only) by some means other
than Ethernet (e.g.  X.25, SLIP, etc)?  I assume that from the program's
point of view it is the same as establishing a connection over an Ethernet. 
That is, it does the same socket() & connect() calls. 

How does the connection get routed though?  What config files are involved?
How are such things administered?

I'd be happy if someone could point me at reference material on the subject,
or at least dispell any illusions I may be suffering from.
