[comp.protocols.tcp-ip] NCSA ftp verses direct connect Problems

I have NCSA vers 2.2 for PC and 2.3 for mac.  I am trying to log into a remote
server with the address of 128.149.32.3.  I am able to login and FTP with the
PC, and to FTP with the mac, but when I try a direct connection, I get an 
error of "Unable to connect to ..." and then "Local Host or Gateway not 
responding"  I have no idea what to do with this message, especially because
the other ways work so well.  Any help would be appreciated.  

I am running through ethernet on all computers, and have an ip number on each
entered into the MYIP line of Config.tel.  I can also log into Unix machines
that are local to me, i.e. within the company, but not outside of it.  This
is strange that the PC would access a system through essentially the same 
connections as the mac, but the mac will not connect.
