[comp.protocols.tcp-ip] Why are we seeing so many old messages?

I'm wondering why are we seeing old messages posted on 8/18, 8/17, or
even as early as 8/15.  They appear like new messages, while I did read
them before.  What happened?  Is that because part of the
network was partitioned for a while?  I'd appreciate it if someone could
tell me why.

Someone---I think site `jfh001' on USENET---is pumping old messages back
into the system, and since their message IDs have expired in most places,
they are being propagated everywhere.
