[comp.protocols.tcp-ip] ICMP dest unreachable in BSD TCP

In 4.3BSD, a TCP connection will close if one end gets an ICMP host
unreachable or net unreachable packet.  The draft Host Requirements RFC seems
to say that this is a no-no.  Does anybody have the appropriate kernel changes?
