I suspect that "NSCA" is NCSA, as in NCSA Telnet?  If so,
it stands for National Center for Supercomputing Applications
and is located at U of Illinois at Urbana-Champaign.  They
wrote the software which implements the applications ftp
and telnet on whatever.  We run it on Mac's, but I gather
you're talking about a PC version.
