Can't speak for the INTERNET world, however in milnet DDN world
Mil-Std 1781 SMTP applies which under paragraph 4.1.3 gives you 
the choice of either UPPER or lower case mailbox user names.
However host names are not case sensitive.

Reviewing alot of email on a daily basis (50 or more) most host 
names are reflected in the lower case, when received.  Really 
don't see this as an issue whether you use UPPER or lower case 
host names but rather an individual host administrator or systems 
manager preference, and besides if I receive the email message it 
doesn't matter what text case is used for the host name but 
getting the information is the important part.

PERSONALLY, I PREFER UPPER CASE BUT WE ALL HAVE OUR PERFERENCES 
and some things really don't need to be standardized and HOST 
NAMES DOESN'T SEEM TO HAVE ANY IMPACT ON HOW THE MAIL IS 
DELIVERED, WHICH IS THE BOTTOM LINE.  GETTING THE INFORMATION FROM 
POINT A TO POINT B.

Also is this really a TCP-IP issue???
