To: Internet Community Members
From: Vint Cerf, Chairman, Internet Activities Board (IAB)
Subject: Cooperative Work with ANSI X3S3.3
Below you will find an excerpt from the recently distributed
ANSI X3S3.3 meeting announcements prepared by Lyman Chapin,
the chairman of ANSI X3S3.3 and also a member of the IAB.
The Tucson meeting marks an important new stage in the
evolution of the Internet. As you will see, not only are
there joint meetings scheduled with the IETF IS-IS working
group, but on the agenda (see item 40, below) are proposals
to begin the process of entering the core Internet
Standards into the ANSI constellation of American National
Standards.
It would be hard to overemphasize the significance of this
opportunity to harness the joint interests of the Internet
Community and ANSI X3S3.3. As the Internet begins its journey
towards a multiprotocol environment encompassing OSI, TCP/IP
and other protocol suites, we will find our interests aligning
with those of others working in the data communications standards
fields: specifically, making multiprotocol systems work.
Along with Lyman, may I encourage you to participate in this
activity either through direct work with ANSI X3S3.3 or through
the appropriate IETF working groups?
Vint Cerf

EXCERPTS FROM THE ANSI X3S3.3
160th MEETING ANNOUNCEMENT
Please note the addition of an agenda item to discuss six new X3
project proposals, covering the four core network and transport layer
Internet protocols (TCP, IP, ICMP, and UDP), extensions to the intra-
domain IS-IS protocol (DP 10589), and inter-domain routing.
This is the final agenda for the Tucson meeting of ANSI-accredited
task group X3S3.3 (Network and Transport Layer Standards), which
begins on April 16th. The discussion of the new project proposals
for the Internet standards will begin at 3:00 on Wednesday afternoon
(April 18th). ANSI task group meetings are always open to any
interested parties.

The new proposed schedule, which is of course still subject to
modification during the opening plenary on Monday, has been revised to
accomodate an agenda item concerning project proposals for TCP, IP,
ICMP, UDP, and IS-IS extensions, and to include agenda item 25
(high-speed networking), which was erroneously omitted from the
original schedule.
Monday PM Agenda items 1 through 7; Network layer addressing
defect report [item 13]; IS functions [item 18];
dynamic address assignment [item 37]
Tuesday Joint meeting with IETF IS-IS working group to
discuss intra-domain IS-IS routing; preparation of
DP 10589 ballot response and US comments [item 26];
comments on proposed resolution of ISO 9542 defects
[item 20]
Wednesday AM Network and Transport layer management [items 22 and
23]; High-speed networking [item 25]
Wednesday PM Network and Transport layer security [items 38 and
39]; [at 3:00] new project proposals (90-85, -86,
-87, -88, and -104)
Thursday Inter-domain routing [item 36]; Transport
conformance testing [item 16]; IP enhancements
[item 31]
Friday AM Closing plenary; review and approval of output
documents
The new project proposals contained in task group documents 90-85
through -88 cover the principal Network and Transport layer protocols
of the TCP/IP internet protocol suite, for which the Internet
Activities Board (IAB) and the Internet Engineering Task Force (IETF)
are responsible; the proposal contained in 90-104 covers extensions
to the IS-IS intra-domain routing protocol (our existing project 756)
that make it possible to use that protocol to distribute intra-domain
routing information in a TCP/IP internet as well as an OSI internet.
These projects are intended to provide normalized ANSI-standard
reference points for the core internet protocols, which currently
enjoy the designation of Internet Standard under the auspices of the
Internet Activities Board, but are not well-positioned with respect to
the ANSI/IEEE formal standards taxonomy that locates almost all of the
other widely-used industry standards for communications and
networking. The technical development of internet protocol
specifications remains where it belongs, with the IAB and the IETF;
the formal responsibility for bringing the results of that work under
a suitable standards umbrella will, if the proposed projects are
approved, fall to X3S3.3 and the ANSI standards process. I have
discussed all of this with Vint Cerf, who chairs the Internet
Activities Board, and he has offered to join the X3S3.3 meeting for
the discussion of the new project proposals on Wednesday afternoon. I
expect that Vint's participation will make it much easier to resolve
any questions that may arise concerning the responsibilities that will
be shared between X3S3.3 and the IAB/IETF if the project proposals are
approved.
This meeting will be held in joint venue with X3S3.7 and (on Tuesday) with the
IS-IS Working Group of the Internet Engineering Task Force. Joint sessions
with X3S3.7 will be scheduled during the week if and as necessary. A full-day
joint session with the IS-IS WG of the IETF is scheduled for Tuesday (the IS-
IS WG will also meet, independently, on Wednesday). I have invited the IS-IS
WG members to participate as observers at any time during the X3S3.3 meeting.
