I have to agree with your premise that larger network spaces are underutilized.
In the Air Force we use less than 1% of our allocated class B space if you
look at the fact that we just fielded a bunch of concentrators that right
now have at most 20 hosts using the class B network we got for them.  However,
we are subnetting, and hope to get AF bases to use some of that space and
turn in their class Cs if they have them, or just start fresh.  There aren't
too many bases that would need more than one 2000 host subnet (we are subnet-
ting on 5 bits), so that still would mean 3-4% utilization...

And of course the Milnet hasn't even put a 1% dent in the class A network,
and never will.
