[comp.protocols.tcp-ip] does anyone have timed source?

I am in dire need of the timed source.  We use mainly DEC machines and DEC
didn't see fit to include timed in their ultrix distribution.

I remember seeing something about a different time server protocol (tcp-ip
novice here) that has advantages over timed.  Can anyone furnish details
or sources.

Our site does not have access to the Internet so any archive sites would 
have to allow mail connections.

Also, a telephone number was posted recently for the "Naval Observatory??"
dial-in ULTRA-clock.  There was supposed to be access to an async serial
data stream that provides a means for a computer to grab an accurate time.
Does anyone remember or know the telephone number?
