DIAL n' CERF , CERFnet's Dial-Up Internet Access Service.
to warrant this reply:

DIAL n' CERF ( and similar) services cater chiefly to :

	Organizations/Individuals  with legitimate  but low start up
	needs to access the Internet.
	Organizations/Individuals  with legitimate  but short term 
	needs to access the Internet.
	To "roamers", who already have access to the Internet in their 
	parent organizations, but need this access when traveling. 

DIAL n' CERF offers:	Terminal Service ( telnet, rlogin )
                  	SLIP
                  	USENet News
                  	Internet Mailboxes

CERFnet currently offers this service at the following locations:
(Other sites are under consideration as are alternate access schemes.)
