The basic problem is that Lan Manager is trying to overcome its lack
of a directory services with a mechanism, all-nets-broadcast, which
just doesn't belong in an network with over a million users.

If you really need to support LM's naming mechanisms, a more reasonable
approach is to catch those broadcast NetBIOS name requests and translate
them into DNS requests.
