Does anyone know of a reliable connectionless datagram protocol that
runs on top of UDP?  Is so, is there a library out there I can get?

All semantics aside there was a working group that had outlined
a draft RFC xxxx for doing " OSI Connectionless XPORT Services on
top of UDP ".....heresy I know (smile).

It was in memo format and comments email addr was listed as
'chi@osf.org'. That is as close as you may come to a non
proprietary implementation of what you are looking for.

I don't even know if the group still exists, but the draft had
some interesting possibilities for certain applications and
services over an IP backbone.

The easiest way of getting a "reliable datagram" is to run IP over TCP :-)
