This document is available through the Defense Technical Information
Center as accession number ADA 137427.  You must be registered with
DTIC to get documents from them, and you must be a government contractor
or potential contractor or other specifically authorized type of entity
to get registered.  Most medium or large companies that do business
with DOD are already registered, usually via their library or marketing
organization.  The payment mechanism runs through NTIS and DTIC will
give you information on setting up a deposit account with NTIS.

Since this document has an ADA number, you can probably get the document
directly from NTIS.  NTIS usually costs more than DTIC, but they are
often a little quicker (potentially overnight if you don't mind paying
about four times as much).  For normal NTIS orders, call them at
(703) 487-4650.  For rush orders, call (800) 336-4700 or (703) 487-4700.

This document is almost 7 years old and is somewhat behind the times.
A revision is somewhere in the works.  Implementations built to this
spec will still work, but some areas of possible interest such as
support of GOSIP protocols are not discussed in it.  I think I am on
the hook to draft the DDN OSI Subscriber Interface document.  Feel free
to send me questions and comments.  I'll try to respond if I am able,
or will try to identify an appropriate contact in DCA or wherever.
