[comp.protocols.tcp-ip] Is there a way to send OOB data with CMU-TEK TCP/IP?

I'm looking to notify a client program on a UNIX system that the server on a
VMS system is going to go away (I'm using the CMU TEK implementation of
TCP/IP).  I've read that a program will receive a SIGURG signal when it 
receives out-of-band data.  Does anyone know of a way to  send it using
CMU-TEK?  Given my VMS/UNIX combination, does anyone know of a simple way
to trigger a signal to  the UNIX side, failing the OOB approach?
