This is rather off the subject of TCP/IP. Perhaps further discussion should be moved to Info-Modems Digest. There was a bug in the original Bell 212 modem that managed to make its way into some compatible modems. The modem would erroneously enter remote digital loop. On one end this appeared as a continuous stream of Us and on the other as a hung connection. The bug was fixed in later versions of the 212. The bypass was to disable remote digital loop. At NIH we were early users of the 212 and worked with AT&T (Bell Labs, as I recall) to assist them in tracking down the cause of the problem.
