I am about to stand corrected, (the proposed solution was a public X.25
network).

you cannot say "public X.25 networks charge per packet":

all of them are different in their charging structures. Most charge by packet,
some add connection establishment charges, some have additional connection
duration charges, some have distance dependent charges some all of the above,
some have flat rates per month. PLEASE: if YOU YOURSELF did not enquiredo
net disseminate incorect information!
