Folks,

just to update you on this matter, there is urgent effort underway (since last
November) to put the final touches on RFC1108. It did fall into a black hole
for most of the last half of 1990 owing to various personnel shifting but
has been resurrected and is being debated by key parties. With any luck we
should have the final go around in late February and can report it out to
IESG/IAB at that time. 

The focus of RFC1108 is quite US specific and there is strong need to 
consider a broader framework for document markings for the bulk of the
Internet community. To that end, effort is under way to develop a
"commercial" option which would tackle the non-military case (indications
are that a sufficiently general formulation might work for military and
non-military cases, but this remains to be seen).

The topic will probably surface at the next IETF meeting, in any event,
so stay tuned.

Steve Crocker has the IETF action. Steve Kent has been working the RFC1108
problem with the assistance of an ad hoc group of government representatives
whose needs RFC1108 has to satisfy.
