[comp.protocols.tcp-ip] sending data over citywide cable TV systems

We're currently talking to the local cable TV company about transmitting
data over the "institutional cable" they are required to operate
(interconnects schools, libraries, colleges, universities, hospitals, etc).
We have ten years of experience with a campus based broadband system, and
feel there is a reasonable possibility of success with the citywide cable.
Unfortunately, as soon as we said the word "data" the cable company heard
the words "common carrier", and routed our request to their legal dept.

I'd like to supply the lawyers with a list of communities which are already
doing what we're proposing. If you know of a community that's doing this,
please send me a note. thanks very much.

Could you let us have a synopsis of your replies concewrning other
sites who are doing this? We are interested in moving in a similar
direction in the future and would appreciate any info. thanks
