[comp.protocols.tcp-ip] At a sticking point - all clean - no ping

We have installed Microport SysVR4 with its version of TCP/IP and have
gotten to a point where all our software loads fine, looks fine, but
I cannot get the two machines to talk to each other.

I have:
	1. Installed nsu, rpc, inet, and wd packages

	2. Tested the Western Digital EtherCard Plus Elite16 Combo boards
	   2.1  Board Diagnostics
 	   2.2  WD packet transfer test on the "SuperDisk"
	   2.3  All packet transfers went through a StarLAN 10 Hub - UTP
           2.4  Link Integrity checks are clean --clears wiring--distance 6m

	3. Checked out our AT&T StarLAN 10 Hub (10BASET) by connecting to
	   an existing StarGROUP 3.4 network
        
	4. Set Up /etc/hosts:

		192.5.88.3	joe
		192.5.88.4	bloe

	5. Set Up /etc/networks
			
		...
		#
		# Local Networks
		#
		tcsc		192.5.88

	6. Set Up /etc/strcf

		...
		cenet	ip	/dev/wd	emd	0	#i386/wd8003

	7. Set Up /etc/ethers

		00:00:c0:cb:3d:23	joe	# machine 1
		00:00:c0:a3:7e:08	bloe	# machine 2

	8. Checked node names with uname -a

	9. Checked out sdevice, kernel versions, etc.

       10. Ran ifconfig emd0 from joe
		emd0: flags=23<UP,BROADCAST,NOTRAILERS>
		 inet 192.5.88.3 netmask ffffff00 broadcast 192.5.88.255

		bloe responds similarly with the proper IP address
		
       11. Ran netstat from joe
		tcp	0	0	joe.2766	*.*	LISTEN

	   from bloe:
		tcp	0	0	bloe.2766	*.*	LISTEN

       12. Ran ping:
		ping joe from joe -- joe is alive
		ping localhost from joe -- localhost is alive
		ping anyhost from joe -- anyhost is alive
		ping 192.5.88.3 from joe -- 192.5.88.3 is alive
		ping bloe from joe -- no answer from bloe
		ping 192.5.88.4 from joe -- no answer from 192.5.88.4

		bloe did the same going for joe

When the software comes up, the board is recognized and the id's match
the entries I made in the /etc/ethers file.  I don't think this matters
anyway since I am not running RARP.  As I said, slink, listen, rpcbind,
everybody thinks things are just dandy.  I don't know where to go next.

We have transmit and receive lights on the boards as well as an activity
light on the hub.  When I ping, the hub does not blink and the card's
transmit light does not blink.  Either that, or it is too fast for me
to see.

More particulars
	Tangent 486/25 PC with 102 MB Hard Disk, 8 MB RAM
	all file systems are ufs, except of course for /stand and
	a partition we set aside called /sysv for s5 filesystem.
	Installs were made from a 60MB cartridge tape.
	Boards:
		Western Digital EtherCard Plus Elite16 Combo
		IRQ	2
		I/O	240
		RAM	16K
		BASE	D0000
		-- both are set up the same, no conflicts are reported
		   by the diagnostics or the idbuild.
		WD8003 Ethernet Driver
		(AT386) 4.0 2.2
