[comp.protocols.tcp-ip] telnet precedence over ftp?

We have several ethernets that will shortly be linked using intelligent
bridges and 9600 baud digital lines. The primary purpose of this is to allow
PCs to act as terminals (using telnet) over the link. We would like to have
the use of ftp available, but don't want it to interfere with the response of
the telnet sessions.

What means (short of disabling ftp during working hours and implementing some
sort of batching mechanism) are available to me? It WOULD be nice to have ftp
always available, but only sending packets when the line is free (e.g. with
low priority packets), although I guess this is nigh on impossible with
bridging instead of routing.
