[net.news.group] New newsgroup for Radio Control

I received some mail on the net regarding the Radio Control group.
It has been suggested that it be in net.rec for the time being and
I agree. It is a recreational hobby and net.rec is the closest for
that at this time.

Let's move any further discussion of RC hobbies to net.rec.
