Is there a way to make the name of this file .user.ps so that I don't have
to keep triping over it visually?  Why wasn't it designed that way in the
first place?

You can change the line in the system wide init.ps (/usr/NeWS/lib/NeWS/init.ps)
that currently reads:

	(user.ps) LoadFile pop

to read

	(.user.ps) LoadFile pop

This will change it for all people that use that init.ps.
