NeWS lets me move objects partially off screen through all edges except
the top. Why the asymmetry?
In particular, I find that psview presents a page image that is too
small to comfortably read. I would like to blow up the scale and then
jockey the whole window up and down losing either the top or bottom of
the page, depending on which I am not looking at. However, this trick
only works for viewing the top half of the page. I can push the window
off the bottom of the screen but not the top.
