Something to make it more powerful along the lines of TOPS-20 directory permissions. It should: 1. Permit users to define their own groups. 2. Exclude users from groups that they create. 3. Permit users to attach groups that they define to system objects that they own (most likely files, but perhaps things like TTYs, database tables, etc.).
